Hein Stroeve

Construction Law • Project Development • Real Estate • Tenancy Law • Liability Law

Avoids conflict where possible, but is a terrier when necessary.

Hein Stroeve (1965) has been a lawyer since 1991. He specializes in construction law, real estate and project development. Since 2019, Hein joined Severijn Hulshof as a partner.

Throughout his career, Hein has gained extensive specialist experience, enabling him to provide high-quality, yet practical bespoke legal advice in complex cases.

In addition to a profound knowledge of  general property law (transactions, rights in rem, tenancies, etc.), his work focuses in particular on construction law, architectural law and project development. Hein has been involved in major projects from various perspectives: representing local authorities, investors, developers, contractors, architects and other advisers. He is well versed in liability law relating to construction law and in the key general terms and conditions used in the Dutch construction industry. Hein also has extensive practical experience in geothermal energy and other industrial works contracts (including demolition).

Half of Hein’s practice consists of advisory work: contract negotiations, the civil law framework for project development – including partnership agreements, construction and consultancy contracts, purchase and works contracts (whether separate or combined), and preliminary agreements. His well-drafted contracts help to prevent disputes and minimize risks.

The other half of his work involves litigation: dispute resolution in court and arbitration at the Board of arbitration for Construction Disputes and the NAI. When advising on disputes, too, the priority is always the progress of his clients’ projects.

Hein has a keen eye for clients, details and opportunities, and is results-oriented. He enjoys complex projects and is enthusiastic, open and direct, with a good sense of humour. Risk management is paramount: avoiding conflict where possible, but tenacious when necessary.

Hein is a member of the Association of Construction Law Lawyers since 1997 and a member of the Royal Institution of Chartered Surveyors (RICS) since 2015.
