Soms is die kwaliteit zelfs zo matig dat inschrijvers tijdens de aanbestedingsfase een onafhankelijke controle van het RAW bestek heel wenselijk achten. Daarvoor bestaat een uitstekend middel, namelijk de CROW bestekscheck. CROW is de opsteller en beheerder van de RAW systematiek. Dat is een uitgebreide beoordeling van een bestek die tot de aanbestedingsfase door de aanbestedende dienst of de opsteller van een bestek kan worden aangevraagd bij CROW. Bij een besteksbeoordeling wordt het hele bestek beoordeeld ten aanzien van (i) algemene voorwaarden van de RAW-systematiek, (ii) toepassing van de uitgangspunten van de RAW-systematiek en (iii) specifieke punten die vaak voorkomen zoals de opbouw, evenwichtige verdeling van risico\u2019s en verantwoordelijkheden, calculeerbaarheid van gevraagde werkzaamheden en verplichtingen, het juiste gebruik van resultaatsbeschrijvingen en nut \/ noodzaak van aanvullende of afwijkende bepalingen in deel drie van het bestek. Bij een bestekscontrole wordt niet gekeken naar technische inhoud, hoeveelheden, volledigheid, bijlagen en tekeningen. De resultaten van de bestekscontrole worden in een overleg met de aanbestedende dienst of opsteller van het bestek besproken door CROW waarbij wordt aangedrongen op het verwerken van de bevindingen in het RAW bestek.<\/p>\n

Maar ook voor de inschrijver is er dus de mogelijkheid om een bestek te laten controleren en wel middels een bestekscheck. De bestekscheck is een globale check waarbij steekproefsgewijs gekeken
\nwordt naar het in acht nemen van de voorwaarden van de RAW systematiek en de toepassing van de uitgangspunten van de RAW systematiek. De check vindt niet plaats op technische inhoud, hoeveelheden, volledigheid, bijlagen en tekeningen. De bestekscheck kan tot het aanbestedingsmoment worden aangevraagd door een (potenti\u00eble) inschrijver en de resultaten van een bestekscheck worden tijdens een lopende aanbesteding binnen vijf dagen gedeeld met de aanbestedende dienst en de bestekschrijver. De aanvrager van een bestekscheck blijft anoniem richting de aanbestedende dienst. CROW dringt er bij de aanbestedende dienst nadrukkelijk op aan om de resultaten van een bestekscheck op te volgen en zo nodig via een aanvullende nota van inlichtingen te verwerken in het RAW bestek. En dat maakt de bestekscheck een gedegen middel voor inschrijvers om een bestek aangepast te krijgen. Wij hebben er zelf de afgelopen jaren al hele positieve resultaten mee bereikt.
